Tested voltage at the terminal block and found 2.47 V going from L1 to neutral, 244 V going from L2 to neutral, and 244 V going from L1 to L2. Checked voltage at the wall and confirmed similar voltage. Spoke to SW and was advised that this was in fact a logical issue. Advise customer to have an electrician come fix his outlet or breaker.
